The customs brokers must comply with provisions of the Law on Customs, Circular 12/2015/TT-BTC dated January 30, 2015 of the Ministry of Finance regulating procedures for issuing certificate of customs declaration; granting and revoking of customs broker code, procedures for recognition and operation of customs broker and provisions amended and supplemented by Circular 22/2019/ TT-BTC dated April 16, 2019).

Previously, the GDVC issued Decision 328/QD-TTg to suspend the operation of 114 customs brokers in HCM City. These customs brokers have stopped their operation for failing to fully report for three consecutive times or invalid customs broker codes.

However, after being suspended from operation, many customs brokers have overcome and proposed continuing their operation. The GDVC has checked and allowed to resume operation for eligible customs brokers.
