In Document No. 88/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at his meeting with the Ministry of Planning and Investment, the PM asked the Ministry of Planning and Investment to focus on implementing the direction and tasks.

Urgently and focus on research on decentralisation to manage the establishment, investment and expansion of industrial zones in the first six months of 2021.

Review and dismantle policy mechanisms to promote the leading role of public investment, promote investment from the non-State sector to effectively mobilise resources, implement three strategic breakthroughs, and promote socio-economic growth and development.

The Ministry of Planning and Investment must actively transform digitally, build the digital economy and a digital society effectively.

Building an independent, autonomous, multi-sector socialist-oriented market economy and deep international integration associated with transparency, efficiency, security, stability, equity and progress society.

The Ministry of Planning and Investment was assigned to assume prime responsibility for, and coordinate with concerned agencies in, reporting and proposing to the Prime Minister the establishment and operation regulations of the Government’s special working party to review and propose to remove difficulties, obstacles, and bottlenecks of investment projects in major cities and centres, it is possible to study and propose to assign Deputy Prime Minister Pham Binh Minh as the team leader.
